Dogs on leads?

We received this email asking?
"Just wondering with the covid19 pandemic, whether dog walkers should be having dogs on leads, as there are a large number who take their dogs on Woodlands walk and do not have them on leads"

"I have been avoiding the area due to this"

ED: I guess the concern is that the dog can come up to you and may need to be rescued by the owner to be put on a lead
