Early Morning on the Playing Field

Following on from an article a few days ago can this be classed as fly tipping -- or is it just different and acceptable! The remains of a lovely evening on the Playing Field -- to add insult to injury there are a number of litter bins on the Field.
Why does the Field have to be spoilt for those who like to take an early morning walk?
Maybe the penalty for leaving litter should be made more prominent or may be friends should take more responsibility for each other -- empty bottle, empty hand sanitiser but no cups!
We have a lovely village which is for everybody to enjoy.
